The study is just a smoke screen to keep the locks open which will allow the carp to progress into the lakes. They already know what will be immediately most effective-closing the locks and keeping the shipping canal waters from overflowing into the Des plaines river.
20 million will allow them to study for years while the Asian carp are spreading into the lakes.
