Just wanted to know where the best place to launch was to be centrally located to fish the north and south ends of the bay. Any help would be greatly apprieciated.

Gladstone harbor and the North Shore launch (Escanaba River,) are the two most centrally located access points. Both are city owned, and have a $4 launch fee. Both have fish cleaning facilities, but I'm not 100% sure if Gladstones is open yet, (they just built it this spring.)
