Is the road open to the dam and does anyone know if the water is frozen off the railing ? Can you drift from the edge of the wall down maybe ?

I think the "Hemlock" side of the river is always open, just not maintained during winter.

If you are talking about the tailwaters launch road, it probably is locked now.

Can you walk in past the gate or no ? If so how far would you think a walk that would be ? Been a while since i've been up there and can't visualize.

Getting past the gate is easy and the walk is very short...........there are a few paths that will be worn down near the "wall" area all the way down to the launch area. Probably talking about 100-400 yards depending on exactly where you decide to fish.
