"As a result of the regulation, about 600 Wisconsin waters will have the 40-inch minimum for musky in 2012, while 20 special waters will have a 28-inch minimum and 20 others will have 45- or 50-inch minimums."



I don't get why some waters would have a 28" limit???

I am not sure either but I do not think they were changed to 28" but left at 28". I am guessing it has something to do with the different classifications of lakes WI has and a 28" might be considered "average/above average" relative to those bodies of water.
