We get several people looking for whole smelt every year, especially in the winter. We don't have a freezer at the shop, so we can't keep them on hand. Every now and then, the local super markets have them in stock, and I tell people to keep an eye out for them, there.
When I was in the Escanaba Super One last night, they had them by the frozen fish and seafood. Nice ones about 6 inches long for $5.29 a pound.
