I guess then, the magic words are "Touched Land" applies. Just never get out of the boat and you do not have to worry about checking in. Right?

Absolutely. I think the issue is more the winter as they construe being on the ice the same as being on land. Therefore anyone ice fishing on the Ontario side has to check in upon return to the U.S. side. Even if they don’t set foot on actual earth.

So we do not need an RABC if we use our spot lock not anchor and pee and SH^% off the back of the boat and not touch land !! That is what I interpret ?

That's how I would understand it. I would still get the RABC as it helps on the road as well, and hardly $20 per family.

Allen Edman They said call in as usual for now and they will tell us when we are good to go under the new law. It sounded like very soon... Cindy, you will want your remote pass for winter travel. Ice is treated like land.

The reporting requirements for private boaters have changed. You no longer need to report to the CBSA if you meet the reporting exemptions detailed below.
Reporting Exemptions
If you are visiting Canada, you are not required to report to the CBSA if you:
do not land on Canadian soil and do not anchor, moor or make contact with another conveyance while in Canadian waters, and
do not leave any people or goods in Canada.
If you are returning to Canada, you are not required to report to the CBSA if you:
did not land outside Canada and did not anchor, moor or make contact with another conveyance while outside of Canadian waters, and
did not embark nor disembark any people or goods while outside Canada.
