Boating in Canada

Hi Frank!
Seems like a couple years ago there was something put out about having to get some kind of certification to operate a boat in Canada... wasn't going to take effect for a couple years. I didn't see any mention of it on the web sites I looked through, thought I would ask and see what you have heard about it.
Can you shed some light on this for us please?

I don't think any changes affect us occasional boaters. Think just the residents.
